The story told to every new member of staff concerns the men who laid the concrete for that floor. One of them went missing during the work. His lunch and his house keys were found. He was not. The conclusion drawn at the time, and repeated ever since, was that he had fallen into the pour and that nobody had seen it happen.
He has a name in the building, though nobody claims it was his. Staff call him Jason, for no reason anyone has been able to trace, which is itself a good indication of how long the story has been in circulation.
Reports come from people who have had to go down there, and the lower levels of a state office building are not somewhere anyone goes casually. It is a working government building rather than a site to visit.
